Purpose of pre-referral meetings

Purpose of pre-referral meetings

Prior to referring a proposal to the EPA, the proponent is encouraged to request a pre-referral meeting with the EPA Services Directorate of the Department of Water and Environmental Regulation. The pre-referral meeting will enable the EPA Services to discuss with the proponent:

  • potential impacts of the proposal, including holistic and cumulative impacts and any Matters of National Environmental Significance.
  • possible preliminary key environmental factors
  • alternatives to the proposal and within the proposal
  • consideration of the mitigation hierarchy and significance (see Statement of principles, environmental factors, objectives and aims of EIA)
  • consideration of environmental outcomes (see Environmental outcomes and outcomes-based conditions Interim Guidance)
  • stakeholder consultation
  • proposed management measures
  • possible assessment pathways, including level of assessment.

The proponent should complete and submit this form to EPA Services prior to the pre-referral meeting.
