What does ‘representing’ mean?
When you represent an organisation or another person, you are authorised to submit applications or manage regulatory activities for them, not for yourself.
The organisation or person you are acting for is called an entity.
Roles you may see in Environment Online
Service Administrator
A Service Administrator manages access for an organisation in Environment Online.
They can authorise people to act on behalf of the organisation.
Service User
A Service User is someone who has been authorised to act on behalf of an organisation but cannot manage access for others.
Before you start
Before you can represent an entity, you must confirm that:
- the entity is registered in Environment Online
- you have permission to act on its behalf.
If the entity is not registered, register an organisation in Environment Online.
How representing an entity works
To represent an organisation or another person, you must complete all three steps below.
Step 1 – Check whether the entity is already registered
Ask the organisation or person:
- Are you already registered for Environment Online?
- Which login method do you use?
This determines the authorisation process you must follow.
If the entity is not registered, register an organisation in Environment Online.
Step 2 – Get authorised to act for the entity
If the entity is registered, you must be authorised before you can act on its behalf.
Authorisation is managed by the entity and depends on the login method they use.

Step 3 – Log in
Once authorised, log in using the same login method used by the entity.
If you log in but cannot see the entity, contact the entity’s Service Administrator or IT team.
